When the Scientific Management Review Board (SMRB) at NIH voted to recommend the merger two institutes, CRD Associates working on behalf of a client whose researchers would have been disadvantaged by the merger, meticulously built a case over a three-year period as to why the proposed plan would be bad policy. Meeting with the senior management at NIH, two Assistant Secretaries of HHS, and high-ranking OMB officials, NIH finally dropped the merger in lieu of a pledge for the two institutes to collaborate more than had been done in the past. The client’s interests were protected and research funding has continued to flow to their members.
